Restoring hope and excellence for youth in Northern Uganda & South Sudan

High Level Performance Academy (HLPA) is a nonprofit boarding institution dedicated to rebuilding and nurturing youth potential in sports, education, and culture in Northern Uganda and extending support to South Sudan. They experienced civil war causing people of norther Uganda and South Sudan into internally displace camps.  Millions were forced by government to leave their home and get into the camps for over 20 years. The Academy’s mission is to revitalize the lost athletic excellence and educational standards that were destroyed during decades of war and instability. And give a chance to the younger generation born during and after the conflict. HLPA stands as a symbol of hope, resilience, and renewal.

Founded by Harry K. Larubi, a former middle-distance athlete who trained during the height of regional conflict.  However, track and field gave me a life. I was fortunate to get a division one scholarship for track and field at the university of south Alabama. Coming to America gave me everything that I have now. Having personally experienced the challenges of limited facilities, disrupted education, and the struggle to balance sport with survival, Larubi understands firsthand how much untapped potential can be lost without structured support.

Beyond athletics, Larubi decided to give back to the country that gave home, life, hope and aspiration by joining the United States Navy.  He is a United States Navy veteran.  where he developed discipline, leadership, and a mission-driven mindset that has shaped his perspective towards life in general. The Navey instilled in him Discipline, commitment, courage, honor, selfless service, respect and above all integrity. He is currently at Texas State University pursuing Electrical Engineering, bringing technical rigor, problem-solving skills, and a forward-looking approach to infrastructure, training systems, and innovation within HLPA. This rare combination of elite athletic experience, military service, and engineering education uniquely has positioned him to design an academy that will not only inspirational, but also sustainable, efficient, and  help young talent make their future-ready.

Larubi envisions HLPA as a place where passion is transformed into performance and talent into opportunity an institution that integrates world-class sports training with strong academics, character development, and practical skills. By bridging sport, education, and technology, HLPA aims to empower young athletes to rise beyond circumstance, equipping them to succeed not only in class, sports and in life.

The Academy’s phased plan begins with a Boarding Secondary School focused on mentorship in academic excellence and elite sports training. This bridges the gap between grade school and tertiary and higher institutions of learning.  This will be followed by a Primary Boarding School to nurture talent from an early developmental age. The sports disciplines will include Track and Field, Football (Soccer), Basketball, Baseball, Softball, and Tennis.
